The launch event was presided over by Yang Shengjie, Deputy Director of the Zhejiang Provincial Work Safety Committee, Director of the Provincial Work Safety Office, and Director of the Provincial Emergency Management Department. DingTalk Vice President Ma Lijun provided a detailed overview of “Zhe Li An’s” strategic positioning within the DingTalk ecosystem and its future development roadmap, announcing that the platform will be fully integrated with DingTalk’s enterprise-grade AI-native platform, “Wukong,” equipping each company with an always-online artificial intelligence safety assistant capable of providing real-time compliance advice and risk alerts.
Breaking Through Three Key Challenges in Safety Management
Hazard identification and remediation, as the core component of safety production, has long faced three major bottlenecks: uneven implementation of corporate responsibility, insufficient regulatory expertise, and delayed information exchange between government and enterprises. Since the State Council’s Work Safety Commission introduced an internal reporting reward mechanism for accident hazards in 2024, various regions have actively explored effective ways to encourage frontline employees to proactively identify and report risks. Practice has shown that the key to inspection work lies in “people,” while upgrading “tools” is essential for improving efficiency and quality.

The newly released “Zhe Li An” Digital Toolbox Version 1.0 serves as the central platform and operational engine of the entire management system. Built on the DingTalk platform, it deeply integrates cutting-edge technologies such as artificial intelligence (AI) and augmented reality (AR), creating a comprehensive digital framework covering both enterprise self-inspections and government oversight.
For the enterprise side, the “An Dun” series focuses on foundational safety management infrastructure, supporting automatic generation of four-color risk distribution maps, offering AI-customized safety training courses, and assisting in emergency plan formulation. The “An Xun” series targets high-risk work environments, enabling checklist-based standardized inspections, using AI-powered image recognition to quickly detect potential hazards, and leveraging AR technology to aid in safety verification for high-risk processes like spray painting. Meanwhile, the “An Tong” series centers on dynamic risk monitoring, establishing a multi-dimensional sensing and real-time alert network. Additionally, the government-enterprise shared “An An Assistant” is an AI question-answering system dedicated to the safety domain, integrating general-purpose large models with industry-specific knowledge bases to provide instant access to regulatory provisions and answers to compliance-related queries.
In terms of standardization, “Zhe Li An” has established a “1+X+N” checklist system, covering eight key industries—including industrial and mining, fire safety, hazardous chemicals, and construction engineering—and further breaking down into five critical areas: personnel, equipment, materials, environment, and management systems—providing unified, scientifically grounded operational guidelines for province-wide hazard identification efforts.
Closing the “Last Mile” of Government-Enterprise Collaboration
The integration of “Zhe Li An” with DingTalk goes beyond simple feature stacking; through DingTalk’s “Shu Zheng Tong” platform, it establishes a unified organizational structure and user authentication system between government and enterprises. Various policy notices, safety warnings, and supervisory tasks can now be precisely delivered to enterprise leaders and safety management officers directly on their mobile devices, allowing companies to complete the entire process of receipt, handling, and feedback within DingTalk without switching between multiple systems.
Ma Lijun noted, “The deep integration of ‘Zhe Li An’ with DingTalk fundamentally reshapes the logic behind government-enterprise collaboration and data-driven safety management, truly realizing ‘one platform for dialogue, one system for operation.’”
He emphasized that this integrated design significantly boosts communication efficiency and enforcement rigor, making regulatory directives more transparent and corporate responses faster, effectively shortening response times and strengthening overall safety resilience.
Future Outlook: Integration with the “Wukong” AI Platform to Create Dedicated Enterprise Intelligence Advisors
Looking ahead, Ma Lijun revealed that “Zhe Li An” will further integrate with DingTalk’s recently launched enterprise-grade AI-native platform, “Wukong,” assigning each company a dedicated AI agent.
“This virtual safety advisor will be online 24/7, serving as the company’s risk manager, compliance consultant, task assistant, and analytical strategist,” he explained. “Wukong” can instantly analyze a company’s historical risk data and current hazard records, proactively flagging potential issues, offering control recommendations, and automatically assigning safety tasks based on checklists, intelligently following up on overdue items to ensure that safety management remains ‘no omissions, no breaks in the chain.’”
Currently, DingTalk serves over 27 million enterprise organizations. “Any Macau or mainland Chinese company already using DingTalk can simply search for ‘Zhe Li An’ within the app to activate it with a single click, requiring no additional installation or complex configuration,” Ma Lijun added. This vast coverage base will provide solid technical support for “Zhe Li An’s” future expansion across the Guangdong–Hong Kong–Macao Greater Bay Area and throughout China.
Pilot Experience Sharing and Industry Development Prospects
As one of the first pilot units, Liangzhu Subdistrict in Yuhang District, Hangzhou, shared its practical application results at the launch event, highlighting the system’s ease of use, prompt feedback, and significant improvement in grassroots safety management effectiveness.
